That looks closer to a sit on top river kayak than to a surf ski. Without seeing the bottom of the hull, it certainly looks stable from the point of view of width, which is a big determinant. It looks better suited to chop and downriver than to surfing or flat water speed. If it's all that is available it would be a good start. Certainly if your aim is getting on the water, fitness and fun it looks suitable.
If someone is trying to sell it to you, you should always take it for a paddle first. That will answer lots of questions. To assess stability better, try to take it out in choppy water, having first made sure you know how to get back on should you fall off.
